Affidavit by Edmund Vogt, dated 10 May 1948. From 1927 onwards, the witness was Chief of armour construction I, later Group-Verstand of armor construction I and II, from July 1943 Chief of plants armor construction III and IV. He describes the ever-increasing control which the armor Committee and the armament inspection exercised over the tank-program in connection with manufacture as well as labor-allocation. The directorate could not oppose these directives. (3)
