Affidavit by Hans Kallen, dated 5 March 1948. The programs imnposed upon the industry led to a system of steadily increasing interference on the part of the authorities in the affairs of the plants which were supervised and directed by a great variety of authorities. Workers were allocated or transferred without the plants having any channels of protest. Members of the works staff, including the witness himself were appointed as plant watchers (Aufpasser) by the authorities. Decisions on the part of the Directorate were virtually impossible. (3-6)
